Meeting with the Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk

On January 3, 2025 there was a meeting of representatives of the Association of Private Medical Institutions of Ukraine with the Deputy Head of the Office of the President of Ukraine Irina Vereshchuk to ensure equal rights and guarantees for healthcare institutions, regardless of their form of ownership.

We thank the team of the Office of the President of Ukraine and personally Mrs. Irina Vereshchuk for the prompt response to our requests. Thanks to her initiative, a constructive meeting was held with representatives of key ministries and departments, at which acute issues of concern to the Association were discussed.

From the side of the APMZU were present: Olena Yeshchenko, Chairman of the Association, CEO and co-founder of the network of private clinics Smart Medical Center and Smart klinika, Oleksandr Dudin, CEO of the medical laboratory “CSD”, Mykola Skavronskyi, Deputy Director General of Medical Laboratory “Synevo”, Vadim Zukin, operating director of the medical center “Stork”, Lyubov Ronska, Executive Director of the Health Harmony Medical Center, Vitaliy Bereznytskyi, CEO, Managing Partner of “Garvis - Your Health Territory”, Tigran Arutyunyan, General Director of “ODREX Medical House”, Tatyana Lakiza, head of the DLC “Medgarant”, Dmytro Gavrychenko, medical director of “ODREX Medical House”, Olga Paliichuk, Director, CEO, co-founder of Andromeda+ Medical Center, Maria Osnos, executive director of the medical center “Verum”, Didenko Andrii, Sales Director of Dobrobut Medical Network and Executive Director of the Association Irina Gorina.

Regarding the admissibility of HOZ private forms of ownership to a capable network and patient routesthe need for the equal inclusion of the private health sector in a single health network was stressed. It was decided to work out and involve private health care providers in the routes of patients in different regions of Ukraine. The Ministry of Health of Ukraine will provide appropriate information to the regional health departments. Slogan, which was the result of the discussion: “Public, municipal, private clinics — to everyone or no one!”

On the elimination of barriers to the participation of private health care providers in the program of medical guarantees. Ms. Vereshchuk expressed support for the Association's position and stressed the need for dialogue between the Ministry of Health and private institutions. Part of the Association's proposals has already been taken into account in the resolution that regulates PMG during 2025. Changes to the terms of participation of new players are planned from the third quarter of next year. The Ministry of Health will work on the details in cooperation with the relevant deputy ministers.

On discrimination in terms of the possibility of purchasing blood, its components and blood preparations by private NGOs— proposals will be taken into account in the draft resolution, as a result of which private NGOs will be able to apply for the annual need for donor blood and its components by January 15 and will be provided with their corresponding volumes on a fee basis. The issue of creating private blood centers, transfusiology departments that will comply with European standards for quality and safety is being worked out.

Humanitarian assistance and participation of private NGOs in charitable projects. Olenu Yeshchenko, the head of the APMZU, is invited to take part in the meeting on January 8 to discuss this issue.

On the extension of the provisions of the “EOSEL” program to medical and pharmaceutical workers of private property rights.Private sector healthcare workers can get housing loans under 7%, which is preferential, but loans under 3% will remain available only to workers on minimum incomes.

Discussion of the issue of booking medical professionals working in private form of ownership. The Association continues to advocate for a fairer approach to determining booking criteria, in particular the wage ratio. This issue will be further worked out with the Ministry of Health on the basis of the Association's proposals.

Today we felt real support from Mrs. Irina Vereshchuk and readiness to find optimal solutions in the interests of Ukrainian citizens. We continue to work to ensure that the voice of the private health sector is heard, and that all patients receive quality medical care and have the right to choose the institution where they receive medical services.
