On December 20, 2023, the third meeting of the working group of the Ministry of Health “Strengthening the Role of Private Institutions in the Recovery and Development of the Health System” was held with the participation of representatives of the authorities — the Minister of Health, the First Deputy Minister, the Director of the Department of the Ministry of Health, the Head of the NSU, as well as representatives of international organizations — WHO and USAID.
The following issues were discussed at the meeting:
The possibility of introducing a co-payment mechanism for the tariff. Participants agreed to meet at a separate working meeting and form an experimental pilot project on co-payment implementation.
Equal access for health professionals working in public and public institutions, as well as private health facilities, to government support programs such as housing loans and compensation for continuous professional development.
Representatives of the Association drew attention to the importance of developing human resources and promoting that health care workers remain in the profession, and not just work on the retention of health workers in public and municipal institutions.
The result of this discussion was the agreement of representatives of the Ministry of Health to initiate amendments to the relevant resolutions of the Cabinet of Ministers of Ukraine. Proposals for a draft resolution on the program of medical guarantees for the year 2024.
The Association submitted its proposals for consideration in the framework of the public discussion of this draft resolution.
The issue of combating informal payments in state and municipal institutions. The Association has nominated a representative from the Association to the NACP for inclusion in the Working Group on Combating Informal Payments.
During the meeting, the issue of informal payments was discussed and the Minister informed about the steps that are planned to be taken to solve this problem. There was an agreement to continue joint work in this direction.
The issue of paid services that are not included in the program of medical guarantees was also raised. The Association provided comments on this resolution of the Cabinet of Ministers of Ukraine “Some issues of providing medical services to the population for a fee from legal entities and individuals”.
The meeting with the Ministry of Health was active, many important issues were voiced and discussed. We look forward to further active steps to solve these problems and productive cooperation in 2024.
