On February 20, a meeting of representatives of the Association with specialists of the Ministry of Health of Ukraine was held under the chairmanship of the First Deputy Minister Sergey Dubrov.

Held on February 20, 2025 meeting of representatives of the Association with specialists of the Ministry of Health of Ukraine chaired by First Deputy Minister Serhiy Dubrov. The main focus of the meeting is constructive dialogue and advocacy of the interests of private medicine.‍

Working Group on Private Medicine, created in 2023. We have an agreement on the resumption of its activities, which will allow to build effective communication with the Ministry of Health on an ongoing basis.‍

Involvement of private institutions:

• The Ministry of Health confirmed its position that the Capable Network is a network of exclusively public institutions.
• Received support in matters of patient routes: private clinics can apply for participation in emergency routes (strokes, heart attacks, polytrauma, etc.).

‍Medical Guarantee Program (PMG)

The Ministry of Health assured that in April work on PMG-2026 will begin and private medical institutions will be involved in this process from the very beginning.

Reservation of medical workers

Private clinics will be able to obtain the status of a critical enterprise and book 50% of specialists from among those who can be mobilized. The criticality criteria are currently not planned to be revised.

‍

Provision of blood preparations and its components

Private institutions can submit applications for the purchase of blood and its components for an annual supply and purchase the necessary on a par with state and municipal institutions.

Regarding the distribution of vaccines

Vaccines from the mandatory vaccination calendar should be distributed among all PMG participants, regardless of the form of ownership. If there are problems with this, it is necessary to contact the Ministry of Health to solve specific situations.

Intern training

The Ministry of Health supports the creation of internships in private clinics. From this year, interns must be officially employed to complete internships.

‍

Financial programs

The EOSEL program: 3% rate is available only for doctors with low salaries. Employees of private clinics can apply for a loan at 7%.

‍

Recovery program

The Ministry of Health promised to include private medical institutions in the program and to involve in the discussion when the appropriate stage comes.
