On June 21, 2023, WHO published the report “Private provision of medical services in Ukraine. Current challenges, future directions”, in English: “Private provision of health services in Ukraine. Current challenges, future directions”.

We recommend that investors and managers of private medical institutions familiarize themselves with the report.

The report contains an assessment of the current state and proposals for the Government in the sphere of interaction and development of health care of Ukraine, taking into account the trends in the development of private owned medical institutions. The document includes a number of recommendations on issues of legislative settlement, tariffs of NSU and creation of a single information space of the OZ system.

Our attention was drawn to the part of the report that talks about the development of Voluntary Health Insurance (SMS), as we believe that the development of DMS is a component of the development of the OS system in general. Unfortunately, according to the report, WHO sees risks in the development of DMS and in fact does not recommend such development.

According to the authors of the report, the development of DMS is not consistent with the goals of UHC (universal health coverage). The argument is as follows: since the costs of DMS occur predominantly in the private sector, this contributes to higher income opportunities for healthcare professionals (in particular doctors) in the sector and thus motivates healthcare professionals to move to private sector service provision. This could lead to a shortage of qualified healthcare professionals in public/communal facilities, further exacerbating inequalities in access to basic health services.
