Medical laboratories: ghost or reality?
In the health care system of Ukraine, laboratories at the legislative level look like ghosts. Why?
There are medical laboratories, but they are not in the OS system. In Order No. 385 there is no Medical Laboratory in the list of VOCs. Laboratories are written as “diagnostic center” (other).
Laboratories are not contracted by NSU, because there is no such FOZ. Only outpatient diagnostic centers on the secondary school are contracted.
A citizen cannot receive a free, high-quality service for laboratory diagnostics at the expense of the state budget, but must go to the consultative and diagnostic center. That is, the doctor can write out el. referral for laboratory tests. But the patient can not make them a block from his house, but must go to the KDC.
The reality today is:
In 2021, there were about 12 million visits to private laboratories, that is, 6 million unique patients.
In 2022 — about 7.5 million visits, this is 4 million residents of Ukraine.
In Ukraine there are 2500 inpatient departments of private laboratories or biomaterial collection points.
At the beginning of 2022, 7 private laboratories have the accreditation of DSTU ISO 15189. Among the public institutions there are 3 maternity hospitals, 2 oncological dispensaries, 3 hospitals and no laboratory of the CDC, where most patients go for PMG.
Conclusions.
Citizens are limited in the opportunity to receive free, high-quality and geographically accessible diagnostic laboratory assistance.
Lack of competition and requirements for the quality of laboratories leads to the payment of poor-quality services and wasteful spending of budget funds. When a patient goes to an unaccredited laboratory, of which today is almost 100%, there is no guarantee that he received a quality service and that the state paid this money for a quality and affordable service.
What needs to be done?
Enter into the Order No. 385 HOZ “Medical Laboratory”.
Approve requirements for HOZ “Medical Laboratory” for contracting NSU.
Sign contracts between NSU and HOZ “Medical Laboratory”.
Then the citizen will be able to receive free, high-quality and affordable laboratory assistance at the expense of the state budget.
