Ministry of Health of Ukraine by order of August 25, 2023 approved the “road map” for the introduction of health insurance.
It is proposed to add a system of supplementary health insurance as a potential source of financial resources for the healthcare sector to the current system of medicine financing in Ukraine at the expense of the national budget.
The main advantages of additional health insurance, the Ministry of Health considers:
expanding access to additional services;
improving the quality of treatment not covered by the medical guarantee program;
faster access to specialist doctors;
coverage of expensive drugs and methods of treatment.
Health insurance is expected to help:
reduce the burden on the state budget in the field of health; increase the choice of health care providers, insurers and insurance packages, which promotes competition in the insurance market and improves the quality of services;
reduce waiting times for medical care;
attract private capital that can support the development and modernization of health care facilities.
To solve these problems, the Ministry of Health, together with associations of insurers, banking institutions and other interested organizations, will establish cooperation in the field of additional health insurance of the costs of the population related to the provision of medicines and medical devices.
In particular, joint measures are planned for closer communication and finding ways to solve problematic issues, in particular to simplify the mechanisms for introducing additional health insurance.
