Official position of Synevo Ukraine on the arrest imposed on the laboratory building under the claim of the SBI

European network of medical laboratories Synevo Ukraine, which is part of the international group Medicover with its head office in the city. Stockholm (Sweden), officially declares that the arrest imposed on the building of the head office and central laboratory of the company, located at the address of Stockholm, Sweden. Kyiv, 46/2 Akademika Palladina Ave. (building. 3), Lychakiv District Court Lviv, at the request of the State Bureau of Investigation (SBI), is illegal, illegal, and can be considered as pressure on business, which is the largest European investment in the health sector of Ukraine.

Criminal proceedings, in which the SBI arrested the building, are being conducted on the alleged illegal removal of real estate from the state ownership in the period from 2016 to 2021. At the same time, the criminal proceedings of the SBI mentioned above have nothing to do with the international group Medicover, nor to the building that belongs to the group and which is under arrest. After all, the international group Medicover, in the person of its participant — the Cypriot company “Linkmix Holdings Limited”, purchased the building back in 2010 from individuals.

That is, at the time of the acquisition of the building in 2010, it was privately owned, and not owned by the state, respectively, the building could not be taken out of state ownership in 2016-2021.

Moreover, in the period from 2013 to 2016, the international group Medicover, as the legal owner of the building, carried out the reconstruction of the building in order to improve its characteristics for conducting business in providing Ukrainians with quality laboratory services. During the reconstruction, the area of the building was more than tripled. And according to the legislation of Ukraine, after such reconstruction, the building is considered a newly created object by its owner. The above, in turn, further proves the illegality of the imposed SBI arrest.

In addition, the building was arrested by the SBI without official notification of the company Synevo Ukraine, and the owner of the building — the Cypriot company Linkmix Holdings Limited, and without summoning the representatives of the companies to the relevant court session. As a result, Synevo Ukraine became aware of the arrest only after the appearance of the corresponding entry in the state register.

In view of the foregoing, Synevo insists that the arrest imposed by the SBI on a building that is not connected in any way, and cannot be connected, with the circumstances being investigated in the relevant criminal proceedings of the SBI, a building that cannot be material evidence in such criminal proceedings, is, with From a legal point of view, illegal. And the relevant criminal proceedings of the SBI are used exclusively as a far-fetched and unreasonable reason for the imposition of arrest. Tan the arrest is apparently a direct manifestation of pressure on the international group Medicover and the laboratory Synevo Ukraine.

Additional confirmation of such pressure from the SBI is that the arrest imposed on the building provides, in addition to the standard prohibitions on the alienation of property, also the prohibition of the owner of the building from using such a building in any way, including by renting the building (part of it) to other persons. This is not only a non-standard ban for such arrests, but also an action aimed at blocking the work of the medical laboratory Synevo Ukraine, which single-handedly uses the building as its key center for administrative work and the provision of medical laboratory diagnostics services.

Synevo Ukraine calls on the SBI and the authorities to quickly resolve the issue in the legal field, and to cancel the illegal seizure of the laboratory building.

If the issue is not resolved immediately, the Synevo laboratory will be forced to cease its activities in the building, which will lead to a complete shutdown of the work of Synevo Ukraine.

As a result, not only millions of citizens of Ukraine, Synevo's clients, but also a number of charitable, non-profit, military and state organizations that the company serves on a free basis will remain without the services of modern laboratory diagnostics, such as: fighters of the Tro-Forces of the Armed Forces of Ukraine, patients of the National Institute of Cardiovascular Surgery Name of M.M. Amosov, patients of the Center for Prosthetics, Reconstructive Surgery and Rehabilitation of War Victims Supehumans Center, and citizens who are served free of charge under the NSU Medical Guarantee Program. In total, about 250-300 thousand people monthly.

The result will also be the non-receipt to the budget of the warring country of more than 310 million hryvnias of taxes and fees annually, because this is how much Synevo laboratories in Ukraine paid only in 2023, and more than 2,300 employees of the company will become unemployed.

Synevo Ukraine emphasizes that it always operates exclusively within the framework of the legislation of Ukraine, and is the only private medical company in Ukraine that was registered (as part of the Medicover group) on the Nasdaq Stock Exchange in Stockholm, and the first among medical companies in Ukraine to become a member of the IRO, which testifies to the high standards and culture of doing business. And the arrest imposed by the SBI on the company building is completely groundless, illegal, and such that it clearly threatens the activities of the Synevo Ukraine laboratory. Such illegal actions of state bodies of Ukraine significantly worsen the investment climate in the country and cause irreparable damage to Ukraine's image in the international arena, especially during the war.
